CLIMATE MAINSTREAMING: POLICY SCREENING GUIDELINES

Policy Screening Guidelines and Monitoring & Evaluation (M&E) Plan

These Guidelines have been prepared by the OneWorld Sustainable Investments team on the Developing Guidelines for Screening Climate Change in Sector Policies, Plans and Strategies project, under the auspices of the Pilot Program for Climate Resilience (PPCR). The PPCR is a targeted program with dedicated multi-donor funding that, in Zambia, has the overall objective of mainstreaming climate resilience into core development planning.

These Guidelines should be used and applied in conjunction with the Excel-based Screening Tool developed as part of this project. Please see Appendix 2 for information on how to access the Screening Tool. The content of this document is based on research conducted between February and April 2019. Feedback from participants in the Focus Group Discussions held in Lusaka (19-20 February 2019; 18 March 2019), as well as the Training of the Trainers Workshop held in Lusaka (24-25 April 2019) and Final Workshop held in Lusaka (26 April 2019) has been integrated wherever possible. In addition,  these Guidelines draw on the work done under the Climate Change Risk and Vulnerability Assessment in Luapula, Muchinga, Northern and Western Provinces which provides a detailed assessment of climate change risk and vulnerability for the whole of Zambia. Some of the Trainers’ notes are based on notes in the Decision Support Framework produced under TRALARD-Zam (OneWorld, 2018).
